Tender Description

This Tender is invited by the Issuer.

The Department of Health and Aged Care seeks a supplier to assist in the implementation of SAP Project System Module, a software tool used for project management, to improve the department’s controls and accountabilities for cost management.

The department seeks a supplier with expert technical knowledge and experience in the implementation of SAP Project System in the context of financial management processing.

The specific scope of the project covers the System Integrator:

  • working closely with a range of departmental stakeholders to define the department’s end-state requirements for monitoring and controlling all financial aspects of a project including budget, costs, activity expenditure, resources and materials.
  • producing relevant materials to document the end-state financial business requirements, and record the list of changes, remediations, and updates required to implement the solution into the department’s existing technology ecosystem in a seamless manner, including the review, and remediation, of any technical issues and integration challenges.
  • implementing approved changes as part of the department’s Project System’s configuration including undertaking any required configuration aligned to the department’s requirements.
  • developing relevant materials to support User Acceptance Testing (UAT) to validate the operation of the new solution by business representatives, and record and correct any defects before release and roll-out.
  • working with a range of departmental officers including Change Managers to assist in the preparation of relevant explanatory and maintenance guides and change materials which detail changes in processes and/or procedures.

Specialist skills are required to assess, configure and operationalise SAP Project System as an integral part of the department’s financial management processing environment. The work needs to be undertaken, as applicable, consistent with the requirements of the Protective Security Policy Framework.

The department’s ICT operating environment is complex and skilled technicians with a detailed understanding of departmental ICT systems and configurations, and the broad range of considerations and intricacies that are relevant to the implementation of an effective project management solution, are required to undertake this work.

Initial contract duration: 5 months with the initial contract expiring on the 29/08/2025

Working arrangements: Hybrid

The working arrangement requires the successful vendor and any members of their firm to work onsite at least 3 days each week. The vendor / members will be co-located in an open office environment with relevant officers from the department. The vendor / members must be available for online meetings at all other times. The work requires a high level of collaboration and cooperation, and complex problem solving in a group setting with multiple interdependencies.
