Tender Description

The City of South Perth (the City) is seeking a suitably skilled and experienced Contractor to provide the construction of internal plumbing, sewer pressure main and private pump station, as detailed in this Request.

The Contractor shall allow for the construction of all works shown, described or inferred by the Specification and Drawings and shall further allow for complying with any instructions issued by the Superintendent (Porter Consulting Engineers).

Tenderers shall make note that the works may need to be limited as to when construction activities occur due to the rising water levels that will impact construction over the winter period.

Works must be carried out when the water table is at its lowest approx Feb to April, but at the earliest date possible upon award (within this timeframe). Please refer to the Project Timetable (page 28)

Note: Tenderers shall price the works for working in ground conditions that are favourable as far as can be reasonably expected for the area and per the information included in the provided geotechnical report.

The scope of the works shall include:

1. Install Private Pump Station Packaged system and associated pressure main as documented on design layouts. Connect to the existing pressure main.

2. Complete reinstatement of the works area including: park, road, footpath and verge to City of South Perth standards.

3. Carry out the required preliminary works to obtain the relevant approvals and permits prior to commencing works

4. Carry out the required investigations to determine a suitable dewatering strategy for the project. Noting that the City has prepared a draft Dewatering Plan and conducted ASS Testing due to the tight frame of this project. The successful contractor shall finalise this report based on the required construction method.

5. Construct internal sewer to the proposed future connection locations as documented on the plans

6. Complete all required testing and commissioning for the proposed infrastructure

7. Install power and communication services to the proposed pump station and any associated electrical upgrade works required

8. The existing pump pit servicing Wesley Boat Shed shall remain operational until the disconnection of the pressure main is required. Whist the Wesley Boat Shed pump pit is out of commission, the contractor shall arrange for temporary toilet facilities as required by the contract.

9. Prior to commencement of works Contractor responsible for providing Construction, Environmental Management Plan to the satisfaction of the Swan River Trust Permit Conditions. [DBCA]

10. Prior to commencement of works Contractor responsible for Acid Sulphate Soils and Dewatering Management Plan [ASSDMP] to the satisfaction of the Swan River Trust Permit Conditions. [DBCA] Noting that ASSDMP Prepared by GALT is a starting point/ guide for contractor. The document will require revising and/or updating in line with your proposed methodology to obtain DBCA Permit approval.

Furthermore, the acid sulphate soils (ASS), and groundwater will need treatment or attenuation. It is noted in the ASSDMP that the ASS maybe treated and removed from site and that groundwater will be treated in a plastic lined basin. In this instance, further information is required/confirmation needed by Contractor as to whether ammonia, nitrogen and phosphorus (in addition to acidity levels) will also require attenuating and where/how will the treated tailwater be disposed of (rein filtrated or directed to the river)?

11. Supply & Installation of a remote monitoring system for the management of failure scenarios (power/ pump/ alarm) [Provisional Sum Allowance]

12. The Principal will place the order for the specified pump in advance of the contract award to reduce long lead times. Contractor to direct purchase from 'Allied Pumps Commercial as per details on Quotation attached on Appendix 7 MTH S405491 24 03 41 Revised', upon contract award.

Note: The successful contractor must include the Pump's Price shown in Appendix 7 on the Schedule of Price in the submission.

The project commencement date is 'SUBJECT TO DBCA CONDITIONS & PERMIT APPROVAL'.

The Contract shall be in force for the approx. period of 10 weeks or by 30 May 2025 to complete at the satisfaction of the Principal with a 12-month Defect Liability Period after practical completion.

Note: The completion date may require adjustment as suitable from the commencement date and time which will be advised when the contract is executed.
