Provision of Supply of Plant and Equipment Dry Hire & Plant and Equipment Wet Hire Services

Project goals

Open market Expression of Interest (EOI) to identify qualified and capable contractors that meet the functions and specialisations required by Sydney Water (SW) leading to a Selective Request for Tender (RFT) for the provision of Supply of Plant and Equipment Dry Hire & Plant and Equipment Wet Hire Services.

The scope and work to be provided, anywhere within Client’s area of operations, in accordance with the Contract shall include the following:

 Sydney Water (the Client) provides water and wastewater services to customers located in its area of operations (Sydney, the Blue Mountains, Illawarra, Kiama and Shellharbour). 

The Client performs a range of planned and reactive works at multiple sites 24 hours a day, 7 days a week, 365 days a year, on its water and sewer infrastructure assets. 

The Client is seeking a Service provider/s to provide plant and equipment (P&E) with operator(s) (Wet Hire) OR/and without operator (Dry Hire) on a temporary hire basis (Services) to support planned and reactive works.

Scope

The scope of work includes provision of Dry Hire and Wet Hire services including shoring equipment hire, which include all resources and equipment (including safety equipment) necessary to provide the services. The scope of works includes the following separable portions:

• Separable Portion A – Supply of Plant and Equipment Dry Hire Services
• Separable Portion B – Supply of Plant and Equipment Wet Hire Services
• Separable Portion C – Supply of Shoring Hire Equipment including design and installation

Opportunity requirements

1. Requirements

If selected to participate in this sourcing event Tenderers must have:

1. Work, Health and Safety

   a. ISO45001; OR

   b. Office of Federal Safety Commission (OFSC accreditation).

2. Organisational structure demonstrating the dedicated workforce to operate within SW’s area of operations including metropolitan Sydney, Blue Mountains, and Illawarra.

   a. with 24/7 (365-day) capacity to provide customer support and delivery and collection of Dry Hire Equipment OR/and;

   b. with 24/7 (365-day) capacity to provide customer support and delivery and collection of Wet Hire Services OR/and;

   c. with 24/7 (365-day) capacity to provide customer support and delivery and collection of Shoring Hire Equipment including design and installation.

 3. Chain of Responsibility (CoR) as per the Heavy Vehicle National Law (HVNL).

   a. CoR procedure / policy

   b. Your system is tested to ensure your company (any affiliated subcontractors) abide by the Heavy Vehicle National Law (HVNL).

4. Ability to provide 80% of the schedule of rate items. Demonstrated ability with case studies and references to deliver plant and equipment within specified timeframes for reactive works and planned works;

   a. Ability to provide 80% of the schedule of rate items (Dry Hire) OR/and

   b. Ability to provide 80% of the schedule of rate items (Wet Hire) OR/and

   c. Ability to provide 80% of the schedule of rate items (Shoring Hire Equipment including design and installation).

5. Quality Management System

   a. Certification to AS/NZS ISO 9001:2000 or equivalent
