This Request for Information (RFI) is an invitation to suitably qualified suppliers to submit information for the Oakura Beach Permeant Access Feasibility Report contract opportunity. The intention is to gather information to assist in the decision-making process for a potential future procurement.

New Plymouth District Council (NPDC) is seeking this information on behalf of the Kaitake Community Board. We are asking for qualified businesses regarding their capabilities and costs associated with producing a preliminary comprehensive feasibility report for Oakura beach permanent access.

The Oakura beach area is a dynamic west coast foreshore that includes two stream outlets (Waimoku and Wairau Streams) located within proximity of a surf club and public access ramp to the beach. Kaitake Community Board would like to understand the requirements for the feasibility report.

NPDC have an indicated budget to spend for this project and is seeking advice on the cost of these services. As a result, we are asking for indicative cost estimates.

We will be taking the following into consideration:

Objectives: How well does the solution meet the key objectives?

Implement-ability: Technical risks, consent ability, constructability, maintenance requirements, intervention requirements, cultural & public stakeholders input requirements.

Assessment of effects: Tangata whenua and heritage, visual landscape, natural environment, impact on wildlife, climate change considerations, impact on significant surf break, property, and adjacent landowners.
