The Department of Education is seeking a supplier to design, develop, and deliver the Early Childhood Operational Leaders Professional Development Program (the Program), tailored specifically for operational leaders in Victorian ECEC settings that offer a funded kindergarten program.

The proposed engagement will be for an initial 8 months (until 31 December 2025) + 4 x 1-year optional extensions.

Operational leaders are the professionals primarily responsible for the daily operations of ECEC services.

Operational leaders may hold roles such as service director, supervisor, and manager, and their responsibilities vary depending on the operational structure and service context.

The Program will consist of three main packages:

1. Early Childhood Operational Leaders Excellence Blended Online Course: An eight-week, facilitator-led blended course, including elements that require participants to learn together in real time and in their own time (synchronous and asynchronous learning). Participants will engage in theory, peer collaboration, expert guidance, and action research projects to apply learning, alongside scheduled virtual sessions for real time interactions. Optional coaching sessions will also be considered as part of this package.
2. Early Childhood Operational Leaders Excellence On-Demand Course: An eight-week self-paced, online course with structured content, automated assessments, and a defined time frame to encourage completion. This package will launch in the second year.
3. Early Childhood Operational Leaders Essentials Digital Toolkit: A resource repository with short on-demand modules, videos, tipsheets, and case studies tailored to the ECE context.
