Tender Description

Wind farm developments with the potential to cause significant environmental impacts require assessment under Australia’s national environment law the Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act). Collision risk impact assessments are undertaken to predict the potential impacts to bird and bat species from turbine strike for environmental assessment of wind farm developments under the EPBC Act.

The department requires the development of a Collision Risk Assessment Framework to predict the risk of collision for EPBC-listed bird and bat species by proposed onshore or offshore wind farm developments.

The Framework requires, but is not limited to:

  • Consideration of all relevant EPBC-listed species for both onshore and offshore wind farms.
  • Standardised, transparent and validated methodologies that utilise collision risk modelling (CRM) where relevant and possible. Identifying when CRM is not possible and providing an alternative collision risk impact assessment methodology/s will be required.
  • Specification of all data attributes, values and/or methodologies to acquire data required.
  • User friendly, interactive digital tool/s to consume, analyse and output collision risk assessment results to support high data quality standards.
  • Development of a user manual and guidance for the Framework to facilitate use. Engagement with the department and key stakeholders will be required to to ensure the resultant product is fit-for-purpose and can be effectively used for decision making under the EPBC Act.
