Background
Adelaide PHN is seeking to commission services that will improve access to AOD services and treatment of people who are at risk of or experiencing homelessness in the Adelaide PHN region targeting the Adelaide CBD and Port Adelaide Enfield region.
The AOD and Homelessness Project aligns with both Adelaide PHN's AOD Treatment and Quality Framework, and the opportunities and priorities identified from Adelaide PHN's 2024 AOD Needs Assessment. Adelaide PHN intends to collaborate with the relevant stakeholders to understand how to better support this cohort.
In seeking to commission a suitably qualified provider for the delivery of the Project services within the stated areas, it is anticipated that the preferred provider will do the following:
- Ability to work closely with other AOD service providers, and specialist homelessness services (SHS) to engage with and support people experiencing homelessness to access AOD treatment and primary care services.
- Ability to work with the SHS to develop referral pathways to ensure seamless access to AOD treatment and primary care services.
- Prioritisation of the provision of person-centred care that addresses the whole of person needs, including AOD, psychosocial, physical and mental health needs.
- Ability to provide supportive, safe, inclusive and culturally appropriate AOD services for people from Aboriginal and Torres Strait Islander communities and members of LGBTIQ+ communities.
The Project services are to be delivered for a period of one year between July 2025 and June 2026.
Local Snapshot
The Adelaide PHN is one of 31 Primary Health Networks (PHNs) across Australia established and funded by the Federal Government covering the Adelaide metropolitan area. Our mandate is to work towards streamlining health services, particularly for those at risk of poor health outcomes and to better coordinate care so people receive the right care, in the right place, at the right time.
The Australian Government's objectives for PHNs are that they will:
- increase the efficiency and effectiveness of health services for patients, particularly those at risk of poor health outcomes; and
- improve coordination of care to ensure patients receive the right care in the right place at the right time.
The Adelaide PHN region covers 1,553 square kilometres and stretches from Sellicks Hill in the south to Angle Vale in the north, and from the beaches in the west to the foothills in the east. In 2023, an estimated 1.32 million people resided in the region, which is 71% of the population of South Australia, and 5% of the total Australian population (26.65 million people).
Adelaide PHN aims to improve health outcomes for the community by commissioning services to address local needs. It is guided by community, clinical and stakeholder input.

It is guided by our Advisory Councils and stakeholder groups, primary health care providers, and clinicians from acute and specialist health services about health and service needs in the region.
