Tender Description

Central Highland Regional Council is seeking to install an Operating Data Acquisition and Reporting Historian to enhance its operational monitoring and record keeping at its Water Treatment Plants, Raw Water Dams, Wastewater Treatment Plants, Sewage Pump Stations, Sewer and Water Reticulation Network.

Central Highlands Regional Council operates 12 water supply schemes and 7 wastewater treatment plants. The details of the new process control instrumentation and equipment required at each CHRC Water Utilities site are specified in Section 5 of this Specification.

Central Highlands Regional Council is seeking a suitable supplier with industry track record to supply the Historian package outlined in the attached document titled “Technical Specification for the Provision of a New Historian” prepared by PRIZM Engineering.

PARTICULARS OF GOODS AND SERVICES

The particulars of goods and services required to be supplied are outlined in the attached document titled “Technical Specification for the Provision of a new Historian”.

SPECIFIC REQUIREMENTS OF THE CONTRACT

The specific requirements of the contract are outlined in the attached document titled “Technical Specification for the Provision of a new Historian”.

Workplace Health and Safety:

Central Highland Regional Council is committed to providing a healthy work environment, by eliminating environmental tobacco smoke for all persons who work in or are exposed to a workplace or workplace activity and by encouraging smokers to stop smoking.

The Contractor has an obligation to take all practicable steps to ensure the WHS of its employees, subcontractors and their employees and other people (not employees) who may be affected by the Contractor’s work practices. The Contractor has an obligation to consult, cooperate and coordinate activities with all other persons who have a duty in relation to the same matter, namely Central Highland Regional Council.

The WHS management system of the Contractor must be the minimum requirement to demonstrate compliance with all duties of an employer specified under legislation. The Contractor must submit with the tender a sample copy of the following that demonstrates the Contractor has a WHS management system suitable for this contract:

WHS policy and objectives

Organisational structure and responsibilities

Certificates of competencies and licences related to the contract

Relevant risk assessments and controls; relevant safe working procedure

WHS training and induction processes and records

WHS inspections and auditing procedures

WHS consultative processes, and

Incident reporting and investigation procedures; and performance monitoring mechanisms.

Personal Protection Equipment

The health and safety of Central Highlands Regional Council staff and its contractors is of prime importance to Central Highlands Regional Council and is demonstrated in a number of ways including ensuring appropriate PPE attire is provided and worn.

Safety vests and safety boots will be worn, at all times, at work sites. Additional personal protection equipment may be required, as directed by Central Highlands Regional Council’s site representative.

IMPLEMENTATION TIMETABLE

The contract shall commence 7 days after the award letter and contractual arrangement is provided to and signed by the successful contractor. Central Highlands Regional Council anticipates the works to be finalised before 30/06/2025.

CHRC currently operates a Plant SCADA on a perpetual license framework. There are approximately 50 Process Operators and 15 Network Sites. The need for an Historian has been defined with functionality to consider:

• Stakeholder reporting and analytics;

• Alarm notifications; and

• Remote access options for mobile Operators.

The Historian package for CHRC shall consider the following features as a minimum:

• Historian Integration Capability;

• Data Acquisition;

• Data Storage and Compression;

• Cloud Based Services;

• Data Forwarding and Redundancy;

• Historian Interfaces;

• Alarm Management and Reporting;

• Data Validation; and

• Data Analysis and Visualisation.
