The Oceania Football Confederation (OFC) invites qualified and experienced suppliers to participate in this competitive bidding process. The goal of this bidding process is to select a supplier capable of delivering a high-quality, reliable, and fully functional containerized electric pump system. However, proposers are also encouraged to submit alternative solutions for review that may offer a more cost-effective approach. Any alternative solution must, however, guarantee that sufficient water pressure will be achieved to meet the requirements of the Building Warrant of Fitness.

In addition to submitting alternatives, proposers must also submit a proposal for the electric pump system as outlined in this Scope of Work (SOW). The proposal should ensure that all technical specifications, safety standards, and operational needs as detailed in the SOW are met. Suppliers are expected to demonstrate their ability to comply with the outlined timeline, regulatory requirements, and deliverables as specified in the subsequent sections of this document.

By participating in this process, you are indicating your acceptance to be bound by the guidelines set out in this RFP. Please acknowledge via the platform or by email essa.haider@oceaniafootball.com of this RFP before 20 March 2025 with your confirmation of your intention to submit a proposal.

To simplify the exchange of information regarding this RFP please nominate a Proposal Manager and the relevant contact telephone and email address.

OFC reserves the right to disqualify and reject proposals from service providers who do not comply with these guidelines. All questions should be submitted in writing into the or through email to essa.haider@oceaniafootball.com You should not contact other OFC personnel unless directed to do so by the OFC.

Any proposal received by OFC is subjected to an approved contract.

OFC reserves the right:

• to disregard any proposal received after the deadline;
• to update this proposal, provided adequate notice is communicated via the platform; and
• to award parts of this RFP to different service providers as OFC deems appropriate pursuant to the proposals received.

As part of this process OFC makes no obligation to:

• pay any service provider for any RFP response; or
• award the contract with the lowest or any bidder; or
• accept any RFP information received from service provider or
• include service provider responding to this RFP, in any future invitation; or
• any other commitment to suppliers whatsoever.

Without OFC's prior written permission, this document, either in whole or part, must not be reproduced in any form or by any means or disclosed to others or used for the purposes other than its evaluation by the intended recipient. It may not be disclosed to any third party.

Whilst care and attention has been exercised in the preparation of this document, it remains subject to contract and all warranties whether expressed or implied by statute, law or otherwise are hereby disclaimed and excluded.

Proposal Submission Deadline:

All proposals must be submitted by 30th March 2025 at 1600 hours (4:00 PM). Late submissions will not be considered. Proposals should be sent into the (see option below)

or through email electronically to essa.haider@oceaniafootball.com by the specified time. Please ensure that all necessary documents are included and properly formatted.

Mandatory Site Visit for Bidders

To ensure the submission of accurate proposals, a mandatory site visit has been scheduled for all bidders. The site visit will allow bidders to better understand the conditions and requirements of the project.

Dates: The mandatory site visit will take place on 19th and 20th March 2025 at 10:30 to 11:30 AM.

Attendance: All bidders are required to attend the site visit to gain a clear understanding of the site and its requirements.

Location: Home of Football | 62-80 College Road, St Johns, Auckland 1072

Deadline: Bidders must confirm their attendance by [COB 18th March 2025] by contacting essa.haider@oceaniafootball.com.

Failure to attend the mandatory site visit may result in disqualification from the bidding process as it is a crucial component for understanding the site's requirements and accurately submitting a proposal.
