Background

The Environment Information Australia (EIA) division within DCCEEW is dedicated to supporting informed decision-making by providing high-quality trusted environmental data and information. Environment Information Australia works to improve environment information, data and reporting. This is achieved through EIA’s online presence, specifically the Data and Information Portal (the Portal). Environment Information Australia Portal - DCCEEW

The current version of the Data and Information Portal is a consolidation of already available resources – tools, databases, digital libraries etc, that can be accessed from a single location. The next iteration of the Portal will aim to further enhance the breadth and depth of EIA data and information holdings but also reflect user needs and requirements through a tailored user journey.

Statement of requirements

Environment Information Australia (EIA), a division with the Department of Climate Change, Energy, the Environment and Water (DCCEEW) requires user research and analysis to better understand the goals, challenges, and priorities of our diverse stakeholders when it comes to discovering, accessing and using environment data and information. Our stakeholders include any users of Commonwealth environmental data and information such as environmental approval proponents, state and territory governments, First Nations organisations and groups NGOs, Universities/scientific advisors, and conservation organisations.

The EIA data and information portal aims to increase discoverability and accessibility environment information and data.

In addition to the response to RFQ/ proposal, this procurement will have two deliverables.

Response to RFQ

  • Outline of approach
  • Overview of timeline
  • Outline of possible risks and management plan
  • Examples of similar projects delivered
  • Costings

Draft report

  • Will provide details of initial findings from the research.
  • Will be used to further refine the scope of the final report, if necessary or appropriate, based on the initial insights.

Comprehensive final report

  • A comprehensive outline of users, their needs, expectations, behaviours and pain points.
  • Stakeholder segmentation and analysis on environmental data and information including gap and opportunity analysis, identification and development of user profiles.
  • Environmental data ecosystem assessment, finding out how users interact with environmental data across different formats, information and processes and tools.
  • Summary of how user groups consume and interact with environmental data, including spatial and non-spatial datasets.
  • Target audience analysis including summary of keyword search and usage to detail how users search for and find environmental data and information.
  • Based on the findings, the final report delivers actionable insights that inform the design, engagement, prioritisation, and delivery of user-centered environmental data products and services.
  • The types of data and tools most frequently accessed or needed by users.
  • The response should include consideration of users experience of accessing and using broader DCCEEW environment data and information resources, and how these insights could be applied improving the EIA portal.

The department will make available relevant reports and findings from the internal user research that was undertaken. The department will also facilitate any engagement with our internal stakeholders if required
