The NATSIFAC Program will be legislated under the Act for the first time from 1 July 2025. Current NATSIFAC providers will experience changes to administrative and legislative responsibilities as they move under the new Aged Care Act and will require significant support to transition to the new legislative environment.
Through this procurement, it is intended to engage an independent, culturally safe organisation that is suitably experienced and with comprehensive knowledge of the reforms and new aged care system.
The successful organisation will assess the needs of the NATSIFAC Providers and develop and deliver a comprehensive suite of guidance materials and resources based on the new Act and its affiliated Rules. The department will utilise the skills of an experienced organisation to assess, design and deliver the training package. At a minimum the training will comprise of a minimum of four components:
- Develop and deliver comprehensive training package
- Delivery of face-to-face workshops
- Site visits to each NATSIFAC Service
Ongoing support for NATSIFAC Providers for a minimum of 2 years post introduction of the new Act.
Summary of Services Required
The Supplier will be required to undertake the following components as a minimum:
- Conduct a Change Impact Assessment on how the introduction of the Aged Care Act 2024 will impact the NATSIFAC Program
- Develop a Stakeholder Communication and Change Plan, outlining clear methodology to support NATSIFAC providers to understand and comply with the requirements of the Aged Care Act 2024
- Develop a set of culturally safe training modules and training materials, that are ‘fit for purpose’ and based on the Aged Care Act 2024 and the Aged Care Rules
- Organise and deliver face-to face training workshops in a minimum of 5 locations. The Supplier will be responsible for all aspects of workshop delivery
- Complete an assessment of organisational change readiness, capability and capacity and develop tailored organisational change readiness plans for each individual NATSIFAC provider
- Implement change readiness plans and propose a schedule of tailored supports and site visits to each service to provide support and training
- Provide ongoing telephone, video conferencing and email support to all NATSIFAC Service Providers from 1 July 2025 to 30 June 2027
- Develop a continuous improvement plan to monitor and evaluate effectiveness of the project and to ensure changes are implemented and embedded

Conditions for Participation:
- The Tenderer must not have had any judicial decisions against it (excluding decisions under appeal) relating to employee entitlements and have not satisfied any resulting order.
- The Tenderer:
-holds all Valid and Satisfactory Statement of Tax Record required for its entity type; and
-holds all Valid and Satisfactory Statements of Tax Record required for the entity type of any first tier subcontractor that it proposes, as part of its response, to engage to deliver goods or services as part of a contract resulting from a procurement with an estimated value of $4 million or more (GST inclusive).
Note to Tenderers: Tenderers should apply for a Statement of Tax Record within sufficient time to meet this Condition for Participation.
