Tender Description

This Tender is invited by the Issuer.

The National Archives of Australia (NAA) requires support and upgrade services for OpenText Content Manager Electronic Document and Records Management System (EDRMS), the recordkeeping system (RkS) of the Archives.

The NAA is seeking written proposals for the following support and upgrade services:

  • Renewal of existing 1,000 Content Manager Licenses (under perpetual license arrangements)
  • Ongoing maintenance for the Content Manager Licenses for the length of the contract (3 years + 2 x 1-year extensions)
  • Level 2 support for intermediate issues encountered in the operation of the system.
  • Access and assistance to Software Updates from OpenText, including fixes and patches to facilitate E8 compliance. Provision and technical assistance for urgent security patching.
  • Block of 40 prepaid hours for Level 3 support/specific projects per year. The hours can be used together or in smaller chunks.
  • Annual refresher Content Manager Administrator Training for Archives administrator staff.

In addition to the requirements above, a breakdown responding to each of the following options is requested:

Option 1: Additional block of 120 prepaid hours for Level 3 support/specific projects per year. The hours can be used together or in smaller chunks;

Option 2: Annual upgrade services for Content Manager Software to a supported major release for on-premise test and production instance. High-level approach to upgrade should be specified in response;

Option 3: Annual upgrade services for Content Manager Software to a supported major release for on-premise high-side secure production instance. High-level approach to upgrade should be specified in response;

Option 4: Other consultancy services at an hourly rate.

A breakdown of approach and indication of service-level agreement is recommended in your written response, as well as your approach to relationship management.

Commonwealth Government security clearance status should also be stated in your response.

The NAA is a mature user of OpenText Content Manager (currently v23.4), with use of the software since 1998. With a perpetual license for the product and licensed for 1,000 users, the Archives is looking to build a cycle of continuous improvement into our forward plans for Content Manager. The NAA has 350 staff using Content Manager, distributed across offices in each State and Territory.
