Tender Description

This Tender is invited by the Issuer.

APSC.gov.au is our flagship digital presence. Built in 2020, it contains a lot of legacy information and architecture that no longer meet Commission needs. It is hosted on GovCMS as a SaaS instance.

We are looking to complete a targeted re-work of APSC.gov.au (both back-end and front-end) delivers foundational benefit. It assists the Commission in being a proactive force to help agencies meet compliance needs under the Public Service Act.

We are looking to work with a small team of expert developers to deliver changes in a tight timeframe.

Resources required:

We expect that a Senior developer and a junior developer would be best suited to tackling our project. There will be some need for graphic design work, but it is minimal. Most of the project scope revolves around bespoke development within Drupal.

Timeframe: The project will run from April 1, 2025, to June 30, 2025 - extensions are unlikely

Key activities:

(1) Front-end changes (prioritised): 

  • design/UX changes on homepage to better promote integrity guidance to defined audiences (agencies, managers, individuals)
  • improved search capabilities
  • reduce wasted space ‘above’ the fold
  • create framework for future, extensive IA change

(2) Back-end changes (not listed in priority order):

  • creation of an ‘embargo’ flag whereby flagged content
  • cannot be seen by roles beneath ‘system’ administrator’ until state changes to ‘published’
  • we have a "content audit" view that displays content that hasn't been changed in 6 months or more. We would like a ‘audit exempt’ flag for content (ie content that is exempt from of the content audit)
  • streamlined process to export certain views to CSV. This allows us to more easily distribute lists of content needing review by business areas.
  • Stretch target: email above list, tagged as owned by group>, to on scheduled basis
  • SVG integration
  • implementation of new content type ‘Process’ similar to Career Pathways
  • bulk image/document/content upload processes
  • current publishing/editing flows to include user friendly instructions/messaging (defaulting to on for new accounts, with an option to turn it off)
  • streamlining of current content types with review of categorisation/tags/taxonomy
  • revisiting visual display of block type ‘node list’ to remove requirement for images. New node list would instead allow single colours to be used in place of image with node title floating above. Allow ‘node list’ blocks to link to external websites
  • revisiting CSS implementation, including the addition of new styles for colour-coded tables (with striping) minor display fixes due to D10 upgrades breaking bespoke theming
  • General review of setup and configuration with advice on improvements

The APSC Web Team work remotely from Victoria. The preference is a Melbourne based contractor(s) to support face to face work if and where required (noting travel costs will not be covered as part of the arrangement).
