Tender Description

The Parker Point Fuel Siding is used daily by Rail Operations personnel to place and collect the fuel train, and by Utilities to refuel the train including applying and removing work area protection. This involves driving and working in the area where multiple hazards include:

• roads degrade easily creating rutting which requires regular maintenance,

• there is no designated walking access to locomotives, and the area surrounding turnouts and derailers has been graded away exposing trip hazards, and

• there are sections of road that bring the vehicle in close proximity of track, degrading the surface below the sleepers and exposing the driver to a rail vehicle risk.

•Installation of an all-weather road surface, creation of walk pads around locomotive access areas and turnouts / derailers and widening the road where it is close to track will increase safety in the area.

• Extend the width of the top road into the area defined within orange shape above

• Install a small spoon ditch at the south end for vehicles to fundamentally stably park their vehicles

• Resurface the top road and parking areas up to the refuelling pad identified in the blue area above, including the new orange area; Grade the area to provide level surface and drainage away from the rail side;

• Remove material where adding road base and 2-coat seal will significantly increase the height of the road

• Box out the area as required

• Install road base and top with 2-coat seal; and

• Tie into the bitumen at the fuelling pad

• Upgrade windrows and drainage cut-outs along the length of the top access road and install delineators where required

• Remove the shrubs between the top road and bottom road

• Install windrows to the north and south ends of the bottom road to eliminate vehicle traffic (identified by red dots above)

• Install ‘narrow road’ signs at the north and south end of the top road, secured on concrete base above ground; and

• Install ‘pedestrian traffic only’ signs at the north and south end of the bottom road, secured on concrete base above ground.

• Install walk pads around locomotice access areas and turnouts/derailers (5 areas to be concreted)

The Vendor must:

- Where employees are not residential, arrange any flights and accommodation as required

- Provide adequate supervision for the civils works

- Supply traffic and rail protection and associated equipment

- Supply material and at the completion of work remove any rubbish, containers or unused material; and

- Before work commences, provide to the CMS Representative:

     • A list of equipment being used to allow for suitable permits and approvals to be arranged

     • A list of workers attending site including SAP numbers; and

     • Expected timeframe and expected start dates where these are known.

Rio Tinto CMS must:

- Make sure workers qualifications are current

- Provide CMS Supervisor support

- Arrange for or approve permits including Permit to Work, AR approval, and Clearance Permits

- Arrange for or conduct equipment inspections and approvals as required

- Assist with the coordination of work around the regular fuel train schedule, including refuelling, shunting and managing isolations; and

- Issue any communication to all stakeholders before work starts, advising of work being performed in the area.
