Tender Description

The Adelaide Economic Development Agency (AEDA) is seeking Expressions of Interest (EOI) from suppliers, industrial designers, fabricators, designers, artists, and/or project teams for the development, fabrication and delivery of a creative and innovative Christmas experience for Rundle Mall.

Project Overview

A 3-stage procurement process will be applied to this bespoke project to assist AEDA in exploring and testing the market, evaluating concepts and selecting the successful supplier with their proposal for project delivery.

Stage 1 will involve going to the open market to explore and garner the interest, experience, capabilities and availability from prospective suppliers/project teams through an Expression of Interest (EOI). All submissions will be evaluated and shortlisted submissions will be requested to submit a ‘detailed proposal with costings’, via a select Tender as part of Stage 2. Before commencing work on Stage 2, shortlisted suppliers will have the opportunity to attend a Q&A meeting with the AEDA Rundle Mall Project Team. AEDA will evaluate each concept and make a recommendation regarding a ‘preferred proposal’ to present to the CoA’s Project Control Group (PCG) for endorsement and approval to Stage 3. The successful proposals will be requested to commence the ‘project delivery’ phase (Stage 3).

Please note, that AEDA reserves the right not to proceed with the project after each stage. It also reserves the right to delay the project and extend the nominated timeline if required. All parties need to be satisfied that the successful proposal is achievable (construction & timing) and within the budget available.

Project Objective

The purpose of this EOI is to assist and guide AEDA making an informed decision regarding the most suitable candidates to potentially progress the project from ‘concept’ to ‘delivery’. Due to the ‘unique’ and ‘bespoke’ nature of the project, AEDA will be looking and/or leaning on the market to identify the latest trends, technologies, customisation options, products and materials available to enhance the Christmas experience in Rundle Mall. The submissions that demonstrate a high level of project understanding, capabilities, experience and availability for the ‘specialised’ projects by addressing the Creative Brief and Evaluation Criteria will be favoured to progress onto the next stage.

Creative Brief

The following key criteria outline what we are seeking from potential suppliers as part of this EOI:

  • Design Excellence and Innovation – Deliver creative, high-quality designs that align with the brief.
  • Expertise in Lighting Design and Technology – Particularly relevant to Element 5 (as detailed in the brief). Previous experience in lighting design and installation.
  • Inclusivity and Accessibility – Ensure designs are engaging and accessible to a diverse audience.
  • Unique User Experiences – Develop activations ideas and suggestions for collaborations with partners, brands or entertainment.
  • Logistical Expertise – Experience in assembling, dismantling, and storing large structures, including past projects of a similar scale in the public realm.
  • End-to-End Service Delivery – Capability to provide a flexible, full-service model, including storage solutions or identify solutions to do so.
  • Experience with Festive Design – Proven ability to deliver high-quality festive activations, this does not need to be specifically Christmas related but key calendar festivities for the public more specifically.
  • Scope Understanding – Clear grasp of project requirements and objectives.
  • Site and Environmental Considerations – Awareness of existing infrastructure, weather conditions, pedestrian flow, and other relevant factors.
  • Project Management and Risk Mitigation – Ability to identify key project challenges, implement effective design methodologies, and manage risks, including defect liability periods and warranty considerations.
  • Public Realm Experience – Demonstrated ability to work in public spaces while maintaining safety and usability.
  • Engineering and Safety Compliance – Understanding of structural and safety requirements, including collaboration with engineering specialists.
