Tender Description

The project involves replacing the existing software with a modern, centralised system and updating the supporting server and hard drive hardware to ensure improved security, efficiency, and integration.

We invite experienced service providers to submit Expressions of Interest (EOI) for delivering this essential component of the CCTV Renewal Project. The goal is to enhance the functionality of our Video Management System (VMS), reduce long-term operational costs, and ensure robust support for the CCTV infrastructure.

This upgrade will streamline data management, improve system reliability, and support the overall objectives of the CCTV modernisation effort. Additionally, the project will consider Video Surveillance as a Service (VSaaS) to leverage cloud-based solutions for enhanced scalability and real-time monitoring capabilities.

The main objectives of the Works/Service are based on -

1. Implement a centralised software system to meet current security and IT standards.

2. Consolidate all CCTV systems into a single, unified network to improve system integrity and increase access compatibility for Victoria Police.

3. Address and rectify existing issues with camera functionality and system performance.

4. Increase system scalability allowing for future expansion and upgrades without significant disruption

5. Enhance data analytics capabilities to monitor footage enabling proactive identification of threats and operational inefficiencies.

Accordingly, Council is seeking a Service Provider with a demonstrated ability to meet its stated goals/outcomes.

The scope of work for this project includes:

Hardware Upgrade:

1. Supply and install new National Defence Authorization Act (NDAA) compliant and fit for purpose hardware including server and hard drives.

2. Supply and replace existing hard drives as a high-performance model

3. Ensure compatibility with existing CCTV equipment.

4. Successful people/vehicle counting reporting from Dashboard and API

Software Upgrade:

1. Upgrade the software to a National Defence Authorization Act (NDAA) compliant and fit for purpose VMS that integrates with existing systems and the Victoria Police network.

2. Ensure seamless integration with the new and upgraded server and hard drive hardware.

3. Provide necessary training and support to users.

Testing and Validation:

1. Conduct thorough testing to ensure all components are functioning correctly.

2. Validate that the upgraded system meets all performance and reliability requirements.

3. Provide user manuals and system maps to validate and support the role out of the new unified system including future proofing evidence.

Support and Maintenance:

1. Provide a post-installation support and maintenance service for Council and Victoria Police.

2. Offer a warranty period for both hardware and software.
