STATEMENT OF REQUIREMENTS

DISR is seeking independent external assurance to provide robust scrutiny of the implementation of the Critical Minerals Production Tax Incentive (CMPTI).

This will encompass the provision of external assurance over the CMPTI ICT build and non-ICT elements of business readiness that are needed to successfully launch the CMPTI in July 2027.

MINIMUM SCOPE

DISR requires the independent assurance adviser to provide a DTA compliant assurance plan for the CMPTI ICT build and up to four (six-monthly) DTA compliant delivery confidence assessments for the CMPTI ICT build.

DISR requires the independent assurance adviser to report to and attend 4 meetings of the CMPTI Implementation Steering Committee from July 2025 through to program launch in July 2027.

POTENTIAL SCOPE EXTENSION

While DISR has settled on the above as the minimum scope required under this procurement, it is also requesting quotes on up to 5 project health checks, to be provided at 6 monthly intervals, commencing 3 months prior to the delivery of the first DTA compliant delivery confidence assessment. These require the independent assurance adviser to report to and attend an additional 5 meetings of the CMPTI Implementation Steering Committee from June 2025 through to July 2027.
