This Tender is invited by the Issuer.
The Federal Government Template (FGT) Redevelopment Project Board has determined that restructuring and cleansing AusTender data is necessary and these activities should be integrated into the implementation of the new cPRF solution to ensure data quality, enhance usability, and maximize the benefits of the cPRF solution.
Austrade plans to make modifications to the current version of the AusTender Reporting Export (AREX) format. This XML-based format assists Australian Government agencies in uploading batches of contract-related data to the AusTender system. The supplier will assist Austrade in data preparation activities and process requirements to prepare and plan for the transition to the Commonwealth Procurement Reporting Framework (cPRF).
The attached document describes the methodology, stages, and processes to prepare agencies for the transition and implementation of the cPRF and enables amendments in batch functionality for AusTender. In collaboration with the cPRF development partner and pilot implementation agencies, the data review and assessment methodology has been tested and proven reliable. This framework has been consolidated for use across all agencies transitioning to the cPRF to ensure consistency within the rollout program.
Data review and cleansing are mandatory for all agencies wishing to implement the cPRF solution. The initial review is conducted as part of the Preliminary Scoping Phase, determining the complexity and effort required for detailed analysis during the development of the cPRF implementation scope, schedule, and effort plan. Detailed exceptions identified within the results of the initial rule tests are further analysed during a detailed review in Part 2 of the scope phase, which defines a set of corrective action recommendations for the agency. This detailed analysis also facilitates identifying existing agency business processes and practices as input to the cPRF implementation scoping deliverables.
Austrade anticipates the work completed in Stage 1 may result in additional services required to ensure smooth implementation of AREX 1.7 . Following the completion of Stage 1 and its findings, Austrade will confirm to the supplier any additional requirements that will be procured under stage 2. The Supplier will be requested to provide a quote for the additional services, in line with the current labour rate consistent with the original contract. Progression from stage 1 to stage 2 is at the sole and absolute discretion of the Commonwealth Representative, having regard to:
the provision of services and performance of the Service Provider.
the ongoing requirements of the Commonwealth for subsequent stages.
agency readiness to move to subsequent stages.
successful negotiation of the scope and fee for the stage.
Stage 1: The Service Provider will:
1. Undertake an initial Data Assessment. The Data Assessment will include leveraging off previous work completed in 2021 and include:
- A review and analysis of existing initial data review results. The Service provider will brief the results to Austrade, next steps and key actions required.
- Completion of AusTender analysis outlining data restructuring requirements.
- Delivery of cPRF initial data review report, clearly outlining the technical requirements, opportunities for improvement, risks and issues.
- Delivery of draft Data Cleanse and Implementation Plan, that outlines the key activities, risks, schedule and responsibilities
2. Undertake a complete implementation scoping study that will:
- Review exiting implementation processes for AusTender Reporting
- Undertake an ERP/SRM & Technical Implementation Review
- Deliver a Scope Report (outlining cPRF gaps identified, cPRF functional requirements, risks, analysis and recommendations)
- Deliver cPRF Requirements to ensure smooth and successful integration to AREX1.7
- Undertake a review of Stage 1 Implementation Plan and finalise including the key activities, risks, schedule and responsibilities.
Stage 2 (under the option to extend), the Service Provider will:
- Provide subject matter expertise, through the implementation phase
- Provide maintenance and support in delivering cPRF requirements
- Provide knowledge transfer and education to Austrade to enable self-efficiency
- Submit all products in an editable format (word, excel, powerpoint) and PDF
