Tender Description

The Organisation

Western Power is a Western Australian State Government owned corporation which builds, maintains, and operates the electricity network in the South-West corner of Western Australia. The Western Power electricity network forms the majority of the Southwest Interconnected Network (SWIN) which together with the electricity generators, comprises the Southwest Interconnected System (SWIS).

Western Power’s vision is to deliver on the changing energy needs of Western Australia, powered by community trust and the passion of its people.

 Western Power owns and operates a fleet of approximately 600 heavy commercial vehicles required to build, maintain and operate the electricity network including prime movers, line trucks, trailers, heavy vehicles fitted with plant and equipment such as elevated work platforms and cranes.

The objective of this Expression of Interest (EOI) is identify organisations capable of supplying Western Power with quality, high performance tyres to standardise Western Power’s commercial heavy vehicles and ensure safety, compliance and efficiency within our business.

Western Power is mandated to protect its employees and contractors from injury, protect the public from live network assets and protect its critical infrastructure from loss. All these are essential in meeting the National Guidelines for Protecting Critical Infrastructure from Terrorism and relevant Work Health Safety legislation.

The Scope

Western Power are inviting Expressions of Interest (EOI) from qualified and experienced companies capable of:

• Supply of tyres for commercial heavy vehicles;

EOI Requirements

Please address the following areas as part of your response:

Relevant Experience and Track Record

• Demonstrate your organisations capability and capacity to supply tyres for commercial heavy vehicles. Include a list of current and/or past current contracts (in the last five years) demonstrating your organisations experience and references from at least three customers who have been offered similar services.

• Provide a list of tyres for commercial heavy vehicles offered (See Attachment 2 Western Power Heavy Vehicle Tyre Size Range) including a pricing schedule detailing quality, durability, load index, speed index, lifespan and/or other relevant features.

• Detail your organisations approach to storage and distribution of tyres for commercial heavy vehicles in Western Australia. Include a list of distribution sites and a methodology to supply Western Power’s operations from order to point of delivery (see Attachment 1 Western Power Operation Zones).

Quality Assurance and Safety

• Provide evidence of approach to compliance with relevant safety and operational regulations, quality management systems, accreditations and specific controls proposed to ensure quality and minimise defective product.

• Provide details of your organisations approach to providing customer support services including (but not limited too) ongoing maintenance, defect control, training and any other value-added services relating to the supply tyres for commercial heavy vehicles.

Safety Performance – Prosecutions / Notices

• Detail any safety, health or environment prosecutions or statutory notices served against your company, company employees or sub-contractors within Australia within the last 5 years. This includes improvement notices, prohibition notices, environmental protection notices, fines or prosecutions from State or Federal regulators such as the Department of Mines, Industry Regulation and Safety (including Worksafe) and Department of Water & Environmental Regulation.

 Services and Monitoring

Organisations may provide additional services related to the supply of tyres for commercial heavy vehicles, detail additional services, pricing schedule and locations of services relevant to Western Power’s operations (See Attachment 1 Western Power Operation Zones):

• Installation: Fitting new tyres and disposal of existing tyres.

• Wheel alignment: Adjusting wheels to ensure proper alignment and even tyre wear.

• Balancing and Rotation: Balancing of tyres to ensure smooth operation and rotating tyres to extend lifespan.

• Tyre inspections: periodically checking tyres for wear, damage and other issues.

• 24/7 emergency services such as roadside assistance or afterhours repairs, tyre maintenance packages such as regular tyre checks at Western Power depots

Lodgement Closing Date and Time

Closing date for Responses is 2pm WST Thursday 10th April 2025

Lodgement and Delivery of Responses:

(a) Western Power may, at its absolute discretion, elect to consider or reject a Response that is received after the Closing of Responses.

(b) Except with Western Power’s prior approval, a Response is to be delivered by email and must be:

(i) provided as an attachment to the email.

(ii) sent to: daniel.engel@westernpower.com.au

(c) Western Power may, at its absolute discretion, suspend or cancel this EOI at any time.
