The Department of Health and Aged Care is seeking to engage an appropriately skilled and experienced Service Provider to undertake a desktop comparative assessment of the options for labour hire management within the following technology solutions, or a combination thereof:

• SAP S4/HANA
• SAP Fieldglass
• ServiceNow

The desktop review will incorporate several main activities covering producing a:

• Desk Research Report covering a comprehensive review of existing information and evidence about the three identified solutions for labour hire management.
• Structured Assessment Framework incorporating an analysis of each solution against the department’s requirements for labour hire management, considering both current-state business processing and future-state capability delivery following the transition to S/4HANA.
• Business Case Report outlining all relevant information that supports the selection of the recommended labour hire management solution.

This procurement activity only covers the independent evaluation of the identified labour hire management solutions. This procurement does not cover any future implementation of any selected solution.

Working arrangements: Hybrid

The working arrangement requires the successful vendor and any members of their firm to work onsite at least 3 days each week. The vendor / members will be co-located in an open office environment with relevant officers from the department. The vendor / members must be available for online meetings at all other times. The work requires a high level of collaboration and cooperation, and complex problem solving in a group setting with multiple interdependencies.
