This Tender is invited by the Issuer.
The Department of Health and Aged Care hosts a large volume of immunisation information on health.gov.au to encourage uptake of vaccines against a number of diseases, to increase national immunisation rates and reduce vaccine preventable disease. Immunisation web content encompasses information about a range of vaccines, benefits, safety and resources, driven by complex medical evidence-based advice.

In addition, the Department also funds the Sharing Knowledge About Immunisation website to provide the public with evidence-based information, and answers to common questions about vaccination.
Over recent years, a range of new vaccines have been introduced on the National Immunisation Program (NIP) with recommendations that impact different cohorts of the Australian community, at different stages of life, all of which have diverse communication needs.
Vaccine information encompasses:
- The influenza vaccine recommended for all Australians from 6 months of age – see Influenza vaccination
- Shingles recommended for older Australians – see Shingles (herpes zoster) vaccine
- Routine childhood immunisations for children under 5 years – see Childhood immunisation
- Vaccinations for adolescents – see Immunisation for adolescents
- immunisations for women who are pregnant – see Immunisation for pregnancy
There are also specific immunisations recommended for Aboriginal and Torres Strait Islander people, those with medical risk conditions, work, travel and others.
There is a need for a comprehensive review of all immunisation web content on health.gov.au to ensure ongoing accessibility and usability and that it continues to meet user needs and instil confidence.
A review of the website will identify recommendations to improve the content, navigation structure and overall user experience. This work is important to support the ongoing role of the department’s website as an authoritative source of truth for immunisation information in supporting the Australian community when making decisions about vaccinations.
Research has found people continue to seek information about the benefits, risks, safety and efficacy of vaccines when making decisions about whether to vaccinate (refer to market research attached).
The Department of Health and Aged Care is seeking to engage an information technology consultancy service with expertise in web content, usability, research and an in-depth understanding of diverse audience needs.
The supplier will be required to:
User research input
- Propose a user research approach and conduct activities to inform the content review and strategy activities.
- Create personas that reflect the different audiences that access our content.
- Share research findings with the Department of Health and Aged Care.
Stakeholder engagement
- Hold interviews with relevant stakeholders and State and Territory representatives that may be identified by the department to gather feedback as part of the content review.
Content audit and analysis
- Complete a content audit of all immunisation web content on the Health and Aged Care website(refer to vaccine information links above), and consider how this content fits with the Sharing Knowledge About Immunisation website which is part of the immunisation content ecosystem. .
- Review the Google Analytics for the immunisation web content.
- Identify irrelevant, outdated and supplicated information to be archived
- Of the content that is left, identify its quality, volume and how it is organised on the site.
- Identify which content format and channel is preferred by the target audience. A content analysis is to be provided to the department, in the form of a report and presentation.
Information architecture and content plan
- Draft an information architecture for the immunisation content, structure and navigation for departmental review, feedback and stakeholder consultation.
- The Supplier is encouraged build in user testing of concepts and proposed content improvements as part of the development of the content plan, with departmental oversight of testing results and findings.
- A final information architecture is to be approved by the department.
Content strategy and guidance for immunisation web content
- Draft a content strategy document for immunisation web content, informed by outcomes of user research insights, stakeholder engagement, content analysis and information architecture and content plan.
- The Supplier is encouraged build in user testing of the proposed website improvements and content strategy, with departmental oversight of testing results and findings.
- Provide a final content strategy to the department to implement for improving the overall content, usability, audience targeting, accessibility and navigation of immunisation information on the Health website. The strategy is required for departmental review and approval.
- Guidance documents for departmental staff for future immunisation content updates.
