This Tender is invited by the Issuer.
AHDA Cyber Security branch seek services from a vendor develop key foundational areas to support its uplift to a modern defensible architecture. The cyber branch is taking a more holistic approach to ensure quality systems are being created with secure by design and zero trust principles front of mind. This engagement will focus on two key capabilities.
1. DevSecOps Maturity Model – Develop DevSecOps standards and strategies that guide Agency teams to produce modern, efficient and secure systems. The desired outcome is to create a consistent and secure approach for building Agency systems that are highly scalable and adaptable. At minimum a gap analysis should be completed to understand the current maturity and areas of improvement needed to support higher levels of maturity. A set of DevSecOps standards, relevant remediation activities and capability model are created to allow teams to iterate towards compliance and higher performance. Guidance is also required to produce dynamic maturity dashboards for teams and management to track uplift progress over time.
2. Continuous compliance platform – Develop a detailed design to introduce automation into the Cyber compliance platform. We currently leverage the ServiceNow risk management module but manually perform checks and updates. We would like to automate compliance checks, tapping into real-time metrics to be used as evidence for attestation. The outcome would result in a compliance process that would provide enough assurance to allow for a Continuous Authority to operate. The design should also cater for real-time reporting dashboards to clearly show Agency security posture, and Cyber risk levels. A supporting implementation plan is also required.
