Tender Description

The Principal requires the services of a Principal Consultant to prepare a REF to undertake dredging operations in the Stockton Bight to obtain sand for the mass nourishment of Stockton Beach.

Project goals

To undertake an environmental assessment of the offshore borrow areas for the nourishment of Stockton Beach.

Scope

The Services under this Agreement include the following activities:

  • Review existing data including results from current field investigations.
  • Finalise the scope of the Activity in consultation with the Proponent.
  • Undertake an environmental assessment in accordance with the NSW Department of Planning, Guidelines for Division 5.1 assessments (June 2022) (the Guidelines).
  • Undertake specialist studies as required, including Maritime Archaeological Statement of Heritage Impact and Species Impact Statement. Engage and manage sub-consultants as needed.
  • Undertake consultation with stakeholders and government agencies in accordance with the Guidelines.
  • Undertake a review of matters of National Environmental Significance under the Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act) (Cth). Advise if referral to the Commonwealth is triggered and provide support to the Principal in managing the referral.
  • Prepare a Review of Environmental Factors Report for determination by the Determining Authority.
  • Develop a model Environmental Management Plan (EMP) to govern the activity and mitigate any impacts identified during the assessment. The model EMP will be provided to the selected dredge Contractor to develop into a Dredging Environmental Management Plan.
  • Provide post assessment support to the Proponent who will obtain other approvals as required.

The minimum requirements for the completion of the above activities are set out in section 4 Scope of Work.
