Tender Description

This Tender is invited by the Issuer.

The scope of work includes an assessment of the Commission’s current state enterprise architecture, the production of a target state with a 2-year horizon and a plan for reaching that state. The identified Deliverables are:

1. EA Current state Assessment report covering:

  1. CMMI Maturity assessment of EA practice
  2. SWOT analysis of EA capability
  3. Assessment of key EA owned processes, e.g. Architecture Governance
  4. Assessment of level, influence, and effectiveness of EA involvement in other key change processes, e.g. Investment Prioritisation
  5. Assessment of the quality, “fit-for-purpose” and level of use of existing EA Artefacts and identification of any key missing artefacts.
  6. Assessment of the structure, roles, and positioning of the EA Capability

2. EA Target state (2-year horizon) and roadmap covering:

  1. EA Scope/Charter establishment
  2. EA Target State – CMMI Maturity
  3. EA Target State - Process Maturity
  4. EA Target State - Artefacts Gap Closing
  5. EA Target State - Structure and Roles
  6. Roadmap of projects/initiatives/work to take the commission to that 2-year target state

2. Executive Communications pack covering:

  1. The outcome of the engagement
  2. The generic value EA can deliver
  3. The specific value EA can deliver for the commission based on its planned work program (linking EA to the work program)
  4. The specific value EA can deliver for the commission in the medium/longer term
  5. The case for and benefits of investing in the EA Roadmap to achieve the desired target state

The bulk of the work can be undertaken remotely while the details of the findings and recommendations may be presented in face-to-face meetings with Commission executives most likely in either Sydney or Canberra, or otherwise one of Brisbane, Adelaide, Hobert or Melbourne.
