Tender Description
This Tender is invited by the Issuer.
The scope of work includes an assessment of the Commission’s current state enterprise architecture, the production of a target state with a 2-year horizon and a plan for reaching that state. The identified Deliverables are:
1. EA Current state Assessment report covering:
- CMMI Maturity assessment of EA practice
- SWOT analysis of EA capability
- Assessment of key EA owned processes, e.g. Architecture Governance
- Assessment of level, influence, and effectiveness of EA involvement in other key change processes, e.g. Investment Prioritisation
- Assessment of the quality, “fit-for-purpose” and level of use of existing EA Artefacts and identification of any key missing artefacts.
- Assessment of the structure, roles, and positioning of the EA Capability
2. EA Target state (2-year horizon) and roadmap covering:
- EA Scope/Charter establishment
- EA Target State – CMMI Maturity
- EA Target State - Process Maturity
- EA Target State - Artefacts Gap Closing
- EA Target State - Structure and Roles
- Roadmap of projects/initiatives/work to take the commission to that 2-year target state
2. Executive Communications pack covering:
- The outcome of the engagement
- The generic value EA can deliver
- The specific value EA can deliver for the commission based on its planned work program (linking EA to the work program)
- The specific value EA can deliver for the commission in the medium/longer term
- The case for and benefits of investing in the EA Roadmap to achieve the desired target state
