Following the release of the Advance Tender Notice (ATN) on 15 August 2025, Development Victoria (DV) is now inviting submissions through the Expression of Interest (EOI) process for the Flora Hill Regional Housing Project.

DV is seeking to engage a suitably qualified contractor to deliver civil works for a proposed circa 160-lot residential subdivision located at 2 Osborne Street, Flora Hill, VIC 3550.

This EOI has been prepared to assess the capability and capacity of prospective contractors (Bidders) to undertake the required works, with the aim of shortlisting suitable Bidders to progress to the Request for Proposal (RFP) stage of the procurement process.

Bidders who meet the selection criteria are invited to submit an Expression of Interest (Response) in accordance with the terms and conditions outlined in this EOI.

The procurement is subject to the Ministerial Directions for Public Construction Procurement in Victoria, as well as the following policies:

• Local Jobs First Policy (as a Strategic Project)
• Social Procurement Framework
• Fair Jobs Code

Bidders must be pre-qualified (minimum R2 level) on the VicRoads Register of Pre-qualified Suppliers and must be able to demonstrate the below requirements:

• Proven experience in successfully completing of at least two R2 level projects within the last 5 years.
• Demonstrated success in delivering projects of similar scale, with a contract value of at least $10 million.
• Must hold the following insurances: Public Liability Insurance (minimum $40 million), WorkCover Insurance and Contract Works Insurance

Proven experience delivering projects in Bendigo or Regional Victoria is preferred and proven experience with government projects is highly regarded.
