Tender Description
Maitland City Council (MCC) invites you to respond to their Request for Tender (RfT) for MRRF Stage 3 Concept Design project.
MCC owns and operates the Maitland Resource Recovery Facility (MRRF) which provides waste disposal and resource recovery services to the growing population of the Maitland Local Government Area (LGA).
MCC has operated the EPA licenced Mount Vincent Road Waste Landfill Facility since 1993 and is now investing in the transformation of the site into the MRRF. The transformation will include the establishment of transfer station and resource recovery infrastructure which will provide waste management services to the Maitland community beyond the exhaustion of remaining landfill airspace.
The proposal aims to align itself with modern waste management practices that prioritise recycling and reduce the environmental impact of waste disposal via landfilling. The infrastructure will enable the site to continue to receive a variety of waste streams from internal service provides, as well as domestic and commercial customers. It will also increase MCC's material recycling and processing capability and allow transportation of material back off site to various processors and alternate facilities.
MCC has been provided with an earthworks plan, footprint, and layout of infrastructure by third party providers (Third Party Providers' Designs) and wants the concept designer (Consultant) to use this as a basis, and workshop options based on best practise transfer station infrastructure, and waste facility operations.

RFT Acknowledgement
Respondents are requested to complete the RFT Acknowledgement Form (refer document titled: 02. 20242374 MRRF Stage 3 Concept Design Acknowledgment Form.pdf) and return via email to acknowledge your company will be submitting an RFT. RFT Acknowledgement Forms must be submitted no later than 12.00pm (EST) Thursday 27th June 2024 to ben.lewis@maitland.nsw.gov.au.
Site Visit
A site visit is a condition of the RfT
Site Visit: Wednesday 3rd July 2024
Site Time: 10.00 DEST (estimated to take 1.5 hours)

Attendance: Respondents must, send an email attaching RfT Acknowledgement Form (refer document titled 02.MRRF Stage 3 Concept Design Acknowledgement Form) to ben.lewis@maitland.nsw.gov.au acknowledging that a representative or representatives of the Respondent will attend the Site for the inspection and details of such attendees (i.e. number and names). This must be advised by 12.00pm (EEST) Thursday 27th June 2024.
PPE: Respondents attending the site visit must comply with site specific PPE requirements of high visibility long clothing of a high visibility vest, long clothing, safety glasses and enclosed footwear.
Instructions to Populate Response Documentation
The Respondent must populate its RFT by way of completing the questions contained in Request for Proposal Part 2 (refer document titled: 06. 20242374 MRRF Stage 3 Concept Design Request for Proposal Part 2.docx) provided within the RFT.
The Respondent must respond in the boxes provided for any text-based answers and expand the space as necessary. MCC prefers responses in each section be limited to less than 500 words. However, where a Respondent wants to attach additional relevant documents, ensure you include a reference to the attachment in the relevant section.
You must submit using an electronic copy of this document. Respondents must note that all questions MUST be completed.
RFT Timing
The RFT will be issued on Thursday 20th June 2024 via the Portal.
Respondent Questions
Should the Respondent have any questions during the RFT process, these must be submitted in writing via the Online Forum". MCC will respond to the question through the same channel to ensure each party receives the same information.
Lodgement of RFT
The Respondent's offer, including all accompanying documentation, must be submitted via the Portal (refer document titled refer document titled: 04. 20242374 Responding to an ERFx Notice.pdf) and must be lodged prior to the close date.
