Whitsunday Regional Council (Council) is renewing its various waste management contracts including planning for future changes in its waste management strategy.

This Tender is for the management and operation of Council's Bowen and Kelsey Creek Landfills Facilities:

a) The Bowen Landfill Site is the major solid waste landfill for the northern part of the Whitsunday Region for domestic and commercial waste. The facility is located approximately 15 km southwest of Bowen at 908 Bowen Developmental Road, Bowen Qld 4805.

b) Kelsey Creek Landfill is the major solid waste landfill for the southern part of the Whitsunday Region for domestic and commercial waste. The facility is located on the western outskirts of Proserpine at 139 Kelsey Creek Road, Proserpine Qld 4800.

At the Landfills, the Contractor is responsible for most of the operations at Site including the gatehouse operations; but Council's Other Contractors are current for or will exist for:

a) any initial cell development or closure works

b) any construction of future facilities; and

c) some miscellaneous services, as further described in the Services Specification and draft Agreement.

The term of the contract will commence on 01 July 2025 and expire on 30 June 2030 with two (2) x 12-month extensions at Council's discretion.

A non-mandatory Tender briefing will be held 21st October 2024, the Tender Briefing will commence at the Proserpine Administration Building, 83-85 Main Street, Proserpine Qld 4800 at 10 am (AEST) proceeding to the Sites Visits at the following times:

i. Kelsey Creek Landfill, 139 Kelsey Creek Road, Proserpine Qld 4800 at 10.30 am (AEST); and

ii. Bowen Landfill, 908 Bowen Developmental Road, Bowen Qld 4805 at 2.00 pm (AEST).
